OEMCrypto Resource Rating

Merge from oemcrypto-v15 branch of Widevine repo of http://go/wvgerrit/63764

This adds the function OEMCrypto_ResourceRatingTier to the oemcrypto referenece
code, dynamic adapter, and unit tests.
