Re-generate Android L3 after zero-initializer fix

Original fix:

Array intializer "= {0}" may involve compiler specific behaviors which
can cause haystack hang on arm32 target. Fix is to use memset() instead.

Test: debug build verified on arm32 device
Test: Ran GTS media tests on Pixel 7
