A new set of license data was created on UAT so that we
could have keys that match those in the license returned by
a License SDK and by those generated by UAT.
It should be more clear now which data is just made up, and
which data has to match some golden values based on the made
up data.

Since we want to migrate to using GTEST_SKIP to skip unit tests instead
of GTEST_FILTER, we can remove the RestrictFilter() function which
filters the tests out using GTEST_FILTER. To do this, the RSAPerformance
test needs to be removed, which is acceptable since no one uses this
test anymore. However, b/299135804 is being used to track a new way to
either execute/track permance.

Flags are to be used in new tests when creating tests that potentially

Local test scripts can now run the CDM unit tests without using a test
keybox / test RSA key by setting an environment variable:
DISABLE_TEST_KEYBOX=yes
The default behavior will continue to be that the unit tests will load
a test keybox / test RSA key.
This is to enable testing different provisioning features when the
device uses keyboxes for its ROT. Provisioning methods like 3.0 and
4.0 were never forcibly required to load a test ROT.
This is change is required for the ability to test ECC-enabled
keyboxes.

The correct way to create a FileSystem object for testing CdmEngine
depends on the platform. However, our code has historically just
instantiated a new FileSystem object using the default constructor. This
works fine for Android and has historically worked fine for the CE CDM
tests because they did not implement storage correctly. However, an
upcoming commit will fix the implementation of storage in the CE CDM
TestHost, causing tests that use a default FileSystem constructor to
fail. This patch adds a new platform-defined function that instantiates
per-origin test storage in a platform-correct way. For Android, it
continues to use the default constructor, while for CE CDM, it uses the
TestHost.

C++ makes absolutely no guarantees about the order of initialization of
global variables in different compilation units. The class-scope static
WvCdmTestBase::default_config_ in test_base.cpp invokes the
ConfigTestEnv constructor on creation, which depends on the prior
initialization of several file-scope static variables in
config_test_env.cpp. Since those are different compilation units, there
is no guarantee that they will initialize in the correct order to avoid
referencing uninitialized memory. This is one of the reasons Google
Style really encourages people not to have global-scope variables with
complex types.
As it happens, on all our internal platforms, these files get linked in
such a way that the variables get initialized in the right order and
there is no crash. But that's not guaranteed, and some partners have
reported crashes here. In at least one case, the "right" linker order
was platform-dependent, and the partner ended up having to maintain
separate linker orders for separate platforms.
This patch defers default_config_ initialization until
WvCdmTestBase::Initialize() is called. By that time, all static
variables will be initialized, so it will be safe to reference them.

When we run a test with the fake clock, the clock had been initialized
to the current time, or to 0. This causes a problem for reboot tests
because the clock might go backwards over the reboot. With this
change, we monitor the clock at the end of one reboot pass and
initialize the clock for the next pass based on the previous value.

This patch fixes several places where the override keyword was missing.
These were found when future patches that enable stricter checking of
the override keyword were enabled. There are two basic categories of
missing override:
* Destructors found to be overriding a virtual destructor without using
the override keyword.
* Test methods overriding methods on test-only or mock objects.
Some of these were previously marked as virtual, following our pre-C++11
style guidelines, but this is not necessary now that we have override.

This patch fixes code that would trigger -Wshorten-64-to-32 by
implicitly narrowing a variable from 64 to 32 bits. Most of the time, it
does this by making the implicit conversion explicit. Occasionally,
where it makes sense, it does this by expanding the code to operate on a
64-bit value.
This patch removes LicenseKeysTest::NumContentKeys(), which no one was
using, as all the tests access content_key_count_ directly.

This patch fixes code that would trigger -Wshorten-64-to-32 by
implicitly narrowing a variable from 64 to 32 bits. Most of the time, it
does this by making the implicit conversion explicit. The cause of most
of these is that OpenSSL uses "int" for the length of things rather than
size_t. (While BoringSSL sometimes uses int and sometimes uses size_t.)
One exception is LogBoringSSLError(). We have a couple copies of this
function around, and they varied slightly. This patch brings them all
in-line, which conveniently also removes any code in them that would
deal with integer variables.
GetRandBytes() now takes a size_t and downcasts to BoringSSL's native
int internally, so that callers can pass in a size_t value as they would
expect.
There's also an interesting case in oec_session_util.cpp. Because
BoringSSL and OpenSSL disagree about the width of an error code, we have
to use the "auto" type for a temporary variable that holds an error, in
order to retain compatibility with both.

When processing a license release, the license is not loaded, so
OEMCrypto does not know nonce version information for the core
message. It assumes that all license releases are v15, so it is not an
error for a license release to not have a core message.
This CL also adds some extra logging to tests so that we can track
content id and the pssh. This CL also updates some of the test content
policies when running the local license server. The local license
server is only used for debugging problems.

The issue with intermediate provisioning request failures with the
development provisioning server has been resolved in b/139206968.
This change removes the provisioning retry loop which was a workaround
for the CDM unit tests. Should the issue re-arise, it would be useful
to detect it in our unit tests.
