979ed70c7b Add Entitlement License to OEMCrypto 
This CL adds entitlement license features and moves cipher mode from
LoadKeys to SelectKeys.

d06fa606c7 Refactor OEMCrypto Engine

This CL moves some of the oemcrypto mock classes into their own
files.  There are no real code changes.
