Fred Gylys-Colwell 14a034209c Turn on ODK tests in CE CDM test and fix test helper

Merge from Widevine repo of http://go/wvgerrit/122223

This adds the ODK unit tests to the CE CDM tests so that they run as
part of the presubmit tests.

The test helper had some pointer problems converting a bool to a
uint32, so it has been updated to handle this correctly.

Some other tests failed comparing signed to unsigned, to these have
also been fixed.

Update ODK library for OPK compatibility

This ODK Library is used to generate and parse core OEMCrypto messages for
OEMCrypto v16 and above. This library is used by both OEMCrypto on a device
and by Widevine license and provisioning servers.

The source of truth for these files is in the server code base on piper. Do not
edit these files in the Android directory tree or in the Widevine Git
repository. If you need to edit these files and are not sure how to procede,
please ask for help from an engineer on the Widevine server or device teams.
