Fred Gylys-Colwell 213fee8bb7 Re-apply SimultaneousDecrypt tests ...

A recent merge accidentally removed the unit tests
SimultaneousDecrypt* from oemcrypto_test.  Also the unit test
GetKeyDataNullPointer was disabled.  This CL puts those tests back in.
