Edwin Wong 2a91e85b91 Rename conditional flag and remove log spam. ...

Address comment in http://ag/17158449 for
b/217247987, rename BUILD_TARGET with a
unique name. Also remove $(info ...) log spam.

Test: ./build_all_unit_tests -t hidl
