Jacob Trimble 95b50d39ba Add SCP support for Android files

SCP uses the JNI headers in generated code, so several targets need
the include path; this will have no effect on non-SCP builds.  Also,
in "protected" builds, there is a generated library that needs to be
linked in the final binary, but this doesn't exist in the "analysis"
step; we create an empty static library if it doesn't exist so it works
on all cases.

This is the source code for the Widevine Content Decryption Module (CDM) for the
Android OS.  It provides the libwvdrmengine plugin for DRM.

Partners who are integrating a device should be familiar with the documents in
the docs directory.

This source code is NOT open source, and is not part of AOSP.  However, it is
released to partners external to Google after official Android releases.  For
this reason, partners should look for bug fixes and software updates on the
widevine branches:
