8f01023de8 Create README to explain the repo
To help communicate the purpose of the repo, how to use it, and details
around its structure, I've created a README explain those key points.

I am only adding it to the main branch since the test branch does not
need that documentation since the test branch, by design, is free of
restrictions.

580fcf2abc Initialize SCP License Repo With Current SCP License
As part of setting-up the "external" repo to store SCP licenses in, I am
adding the current SCP license.

This repo is placed under widevine-partners so that the Kokoro bot can
access it since it does not have corp access when running.
