Synced license protocol protos to g3 latests.
[ Merge of http://go/wvgerrit/128023 ] Several of the messages in license_protocol.proto have fallen out of sync with their source-of-truth in Google3. This change updates most of the proto messages used by the CDM. None of these changes immediately affect the CDM.
