8c17574083 Synchronize tests with the OEMCrypto repo 
The tests WvGenericCryptoTest.GenericEncryptNoKey and
WvGenericCryptoTest.GenericDecryptNoKey will now accept a wider range of
errors codes from the OEMCrypto implementation. This brings these tests
in-line with the latest update to the OEMCrypto repo.

e49ddf383a Source release v3.2.1 - third_party build script. 
Add script to install third_party directories.

Run install_third_party.sh to copy the needed kits from the network
and install them into third_party.

This can be customized to meet your needs, or you may choose to refer
to directories that are already available in your development
environment.

58aba6b2ec Fix protoc dependency race. 
According to Eureka team, using protobuf_lib_type=="target" without a
direct dependency on a protoc target causes flakiness in the build.
This introduces a new variable to represent the protoc host target,
with a default value for platforms like iOS where a prebuilt copy of
protoc is used.
