Aaron Vaage	580fcf2abc	Initialize SCP License Repo With Current SCP License As part of setting-up the "external" repo to store SCP licenses in, I am adding the current SCP license. Initialize SCP License Repo With Current SCP License

As part of setting-up the "external" repo to store SCP licenses in, I am
adding the current SCP license.

This repo is placed under widevine-partners so that the Kokoro bot can
access it since it does not have corp access when running.
